It was considered the peculiarities of the formation of the modern content of the notion of decentralization of authority that have developed at the state and social levels of understanding. The essence and content of decentralization were investigated on the basis of the philological interpretation of this term, as well as a meaningful analysis of the cases of its application in the current legislation. The doctrinal classification of types of decentralization, in particular its division into administrative and bureaucratic, was analyzed, peculiarities of their application in the conditions of modern administrative reform in Ukraine are determined. It was concluded that there was a combination of the single conception of decentralization of two fundamentally different concepts of deconcentration and decentralization, which indicates the absence of the generic concept that would be common to them. The provided analysis made it possible to establish that the unifying generic notion for «deconcentration» and «decentralization» is the «dissipation» of authority as the process of distribution of authority.
