The article is devoted to the study of the understanding of public control, including the objects of strategic importance for the formation of public administration. The focus is on the need to reflect the reality of understanding of public control over strategic objects and the need to create a primary concept of public control over the country’s strategic infrastructure. The paper study found that unambiguous understanding in the scientific views of the concept of «public control» has not been achieved, and therefore there is a need to consolidate this concept in a legal act. The ambiguity of the perception of the concept of «public control» is due to the lack of regulation at the legislative level and as a result of its non-implementation in practice. Accordingly, due to the lack of clarification of the understanding at the legislative level of the content of the concept of public control, its reality in action on strategic objects of state property is lost.
