The article examines the state of development of the public-service state in the countries of the European Union in the context of administrative reform in Ukraine and the possibility of introducing similar institutions in the future. The article examines models that Ukraine takes as a model when implementing public service. The main purpose in introducing these models is to build a state that recognizes a person, the observance and realization of his rights for the highest value – a public service state. The possibility of introducing the doctrine of public management and the ombudsman institute in the field of public services in Ukraine within the framework of administrative reform is explored. It is revealed that in the process of administrative reform in Ukraine a number of new institutes for the creation of public administrative service were introduced for our state. Major achievements include the establishment of CNAPs, the introduction of the concept of so-called intermediaries, the provision of e-services, which should operate on a one-stop-shop concept, and the first steps to delegate certain types of administrative services to non-governmental organizations.
